Alexander Plum and Gail Pacheco will be presenting their findings on state dependency in low pay employment. The NZWRI study was undertaken using a large administrative data-set with monthly earnings information rather than the conventional identification strategy using annual data, which shows to both under- and overestimates the persistence in low pay substantially.
